The below is the procedure to make your system speak.
open the START button and click on RUN.
In that box enter Control Speech and click enter
A speech properties box will be opoened.In that Use the following text to preview the voice box enter the text you need to make your system speak. Then the system will start speaking.
You can even set the speed of the voice as Slow,Normal and Fast
